The Oil Companies International Marine Forum (OCIMF) has released updated guidelines aimed at enhancing the safety of single point mooring (SPM) systems used for tankers. These guidelines specifically address the purchasing and testing of SPM hawsers, which are essential for securely mooring tankers during the loading and discharging of oil from offshore facilities. SPM hawsers serve to connect tankers to offshore Floating Production Storage Offloading Facilities (FPSOs), Floating Storage and Offloading Units (FSOs), or offloading buoys.
It is vital that these hawsers possess the required strength, durability, and reliability to operate safely in challenging conditions. The comprehensive guidelines from OCIMF facilitate the selection of the appropriate SPM hawser for specific applications, encouraging safety and minimizing the risk of incidents or environmental harm. Darron L. Biddle, OCIMF’s Publications and Advocacy Director, emphasizes the importance of SPM hawsers as critical safety equipment in offshore operations.
He notes that achieving a uniform understanding among industry stakeholders—including manufacturers, purchasers, inspectors, and users—is essential given the variety of hawser configurations available. The guidelines provide detailed recommendations for specification, purchasing, and testing, ensuring that all parties operate from a shared understanding. The second edition of the guidelines has been rewritten by an OCIMF Working Group.
It includes the latest recommendations, updated product specifications, and improved visual aids to assist users in making informed decisions regarding the specifics of SPM hawsers. Additionally, an appendix featuring compliance certificates, specification forms, checklists, and inspection report templates offers practical resources for manufacturers and purchasers, enhancing the overall efficiency and safety of offshore loading operations.
