DNV’s New Fleet-In-Service Regulations Set to Launch on June 14, 2025

New DNV Fleet-In-Service rules will be implemented starting June 14, 2025. These changes aim to streamline processes and adapt to modern maritime demands.

One of the key changes is the approach to retention schemes. The previously distinct Planned Maintenance Systems (PMS) like MPMS.A, MCBM.A, and DPMS.A have been unified to create a comprehensive PMS.A.

Additionally, survey requirements for gas-fuelled and low-flashpoint fuel vessels have been moved out of the main class survey and are now categorized under “Vessel status.” Some survey requirements for unmanned machinery spaces, previously part of the E0 specifications, have been transferred to the main class, resulting in the deletion of the complete E0.C survey and a reduction in E0.A’s scope. Furthermore, the Ballast Water Management (BWM) and Special Purpose Ship (SPS) class schemes have been removed from “Vessel status” in light of existing statutory requirements.

Changes to class notations include the organization of notations within the My Services portal into categories like main class and operational types, with hover-over explanations available. New notations for adhering vessels are introduced, indicating compliance with PMS, data-driven verification, or extended dry docking.

The notations will now also separate constructional aspects from operational components for clarity. Regarding class certificates, the new format will reflect the organization seen in the My Services portal.

Shipowners will be explicitly named, and unnecessary duplications in the class appendix will be eliminated. Additionally, DNV will re-issue class certificates, including their appendices, for all vessels within the next year at no charge, notifying customers in advance.

All previously issued certificates will remain valid. To obtain and maintain in-operation class notations, specific protocols regarding new builds and existing vessels must be carefully adhered to.

Lastly, due to management changes, certain notations may be revoked unless action is taken, with guidance available through DNV’s support.
