A Memorandum of Understanding (MoU) has been established to enhance bilateral cooperation and promote digital innovation in maritime technologies between German and Latvian public and private sector partners. This strategic collaboration aims to tackle challenges in port infrastructure management in the Baltic Sea, with signatories including LMT, the Freeport of Riga, the Port of Hamburg, the Electronic Communications Office of Latvia, the Fleet of Hamburg, and LVR Flote. The objectives outlined in the memorandum focus on identifying key obstacles within the port and maritime sectors while devising practical solutions for digitalization. A significant goal is to create joint proof-of-concept (PoC) demonstrations, to be implemented within a two-year timeframe.
The MoU was formalized aboard the “DIPLOMAT” in the Port of Hamburg, attended by key figures such as Hamburg’s Senator for Innovation and Economy, Melanie Leonhard, and Latvia’s Parliamentary Secretary for the Ministry of Economics, Jurģis Miezainis. Senator Leonhard highlighted the common challenges faced by Baltic Sea nations, emphasizing the value of knowledge sharing and collaboration for practical outcomes. Jens Meier, CEO of Hamburg Port Authority, noted the importance of exchanging ideas in technology for mutual growth. Kaspars Ozolins, a board member of LVR Flote, stressed that the workshop aimed to outline practical paths forward for technological advancements that meet the strategic needs of stakeholders.
The partnership will operate through two workgroups focused on different areas: the Port Connectivity Working Group will explore mobile network infrastructures, including private 5G networks, while the Smart Infrastructure and Cybersecurity Working Group will center on intelligent monitoring systems and AI analytics. Oversight will be managed by LMT Innovation Development Lead Arturs Lindenbergs. The collaboration has been fostered by previous exchanges, including a visit by Dr. Melanie Leonhard to Riga in early 2024, where further structured engagement began. Previously, a Latvian delegation had presented digital solutions in Hamburg, alongside a 5G demonstration organized in Riga for port connectivity applications.
Ingmārs Pūkis, Vice President of LMT, emphasized the need for ports to embrace new technologies for improved security and operational resilience. The workgroups will convene for follow-ups and workshops to outline detailed plans for pilot activities. This maritime digitalization initiative is supported by key partners and operates within the Techritory platform, signaling a commitment to ongoing development in this area. The event is organized by the Investment and Development Agency of Latvia, under the auspices of the Innovative Business Development Programme for Small and Medium-sized Enterprises, with assistance from the European Regional Development Fund.
