This initiative, named the High Ambition Coalition for a Quiet Ocean, marks the first global political effort dedicated to mitigating harmful ocean noise. It was officially announced by ministers from Panama and Canada, alongside representatives from 35 other countries and the European Union. Juan Carlos Navarro, Panama’s Minister of Environment, emphasized the importance of this initiative, noting that ocean noise has often been overlooked in environmental discussions. He stated, “With this Coalition, we are committing to act decisively to protect marine biodiversity from this invisible yet powerful threat.” Canadian Ambassador Stéphane Dion underscored the urgency of a united approach, reiterating that ocean noise is a pressing global concern that necessitates ambitious cooperation. Canada’s participation signifies its dedication to international leadership in ocean conservation, aiming to create a quieter, healthier ocean for future generations.
The launch event was a gathering of diverse stakeholders, including Indigenous communities, the shipping sector, intergovernmental agencies, and environmental NGOs. This representation highlights the growing consensus that addressing ocean noise is vital for achieving global biodiversity and climate goals. Carlos Bravo, an Ocean Policy Expert at OceanCare, reinforced the need for urgent action, stating that human-induced noise pollution undermines marine life. He asserted that practical, cost-effective measures are available to reduce both underwater noise and carbon emissions.
Dr. Bev Mackenzie from BIMCO, a significant trade organization in the shipping industry, acknowledged the environmental challenges presented by underwater noise from shipping. He emphasized that innovative ship designs and operational practices can reduce noise levels while also increasing industry efficiency and minimizing greenhouse gas emissions. The agenda outlined in the Coalition’s Declaration includes advancing quieter shipping practices and implementing measures to protect sensitive marine areas from noise pollution.
