MSC 110 Summary Report: Key Findings and Insights

The MSC 110 Summary Report outlines the current priorities and outcomes from the latest Maritime Safety Committee meeting. Among the main issues MSC is focusing on are the establishment of a safety regulatory framework aimed at reducing greenhouse gas (GHG) emissions through the use of alternative fuels and new technologies, as well as the creation of a Code for autonomous ships. Key outcomes from MSC 110 included the adoption of amendments to several mandatory instruments. These include changes to the SOLAS regulation V/23 regarding pilot transfer arrangements and performance standards for pilot transfer arrangements.

Additionally, amendments to the International Maritime Solid Bulk Cargoes (IMSBC) Code were also adopted. However, the meeting did not approve proposed amendments to the International Code of the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC Code). These amendments will be sent back to the CCC sub-committee for further consideration. Also, a resolution concerning amendments to SOLAS Chapter II-1, which would extend the scope of the IGF Code to include gaseous fuels like ammonia, was not adopted.

MSC approved several important guidelines and resolutions. These included revised guidelines for the construction and maintenance of means for boarding and disembarking, as well as training guidelines for seafarers on ships using alternative fuels. Additional resolutions addressed life-saving appliances, enclosed space entry recommendations, and emergency towing equipment. Moreover, MSC made strides in non-mandatory areas, continuing work on the almost-finalized MASS Code while advancing initiatives on safe decarbonization.

Work has also been carried out to address barriers for alternative fuels, and the “one ship, one code” policy concerning the IGF and IGC Codes remains a key agreement.
