Constanța Port in Romania Emerges as Leading Diesel Importer in the Mediterranean and Black Sea Regions.

Romania’s Constanza port has emerged as the leading importer of diesel in the Mediterranean and Black Sea region, particularly following Russia’s invasion of Ukraine in February 2022. Prior to the conflict, Ukraine relied heavily on Russian diesel supplies.

However, the war and subsequent sanctions on Russia forced Ukraine to seek alternative sources, with Poland and Romania stepping in as significant suppliers. In 2024, Constanza’s diesel and gasoil imports surged to 4.4 million metric tons, a significant increase from 1.6 million metric tons recorded in 2021.

In total, the port received 12.2 million metric tons in imports from 2021 to 2024. In comparison, Fos sur Mer (Lavera) and Koper ports imported 3.9 million and 3.4 million metric tons, respectively.

It’s important to note that while Poland and Romania have become crucial suppliers to Ukraine, they also share specific geographic and regulatory similarities. Constanza’s diesel imports are mostly sourced from Mediterranean regions, including Greece, Turkey, and occasionally Egypt and Italy.

Despite being outside the primary assessment area, its significance in the ULSD market has grown. Both Constanza and Polish ports like Gdansk and Gdynia have witnessed considerable increases in diesel imports since 2021, with Gdansk and Gdynia’s share rising to 3.9 million metric tons in 2024.

The deepwater characteristics of Constanza allow it to accommodate larger vessels such as LR2s or Suezmaxes, although winter conditions can impede navigation through the Turkish Straits, often necessitating the use of smaller Handysize tankers during this season. Looking ahead, diesel demand in Constanza is expected to continue its upward trajectory, supported by booming construction activities in Romania.

Official statistics indicate a substantial increase in construction volume, which directly correlates with higher diesel consumption. Even if sanctions on Russian products were to be lifted, it is unlikely that Ukraine would resume purchasing Russian oil.

This indicates Constanza’s role as a critical importer will continue, with strong local demand and exports to neighboring countries ensuring its relevance in the market.
